work all through the year as Head of

the Education Department, having

holidays at all and having, during

examination time, to work even out of

office hours, whilst the Headmaster

and Masters of the Victoria College have

on an average only 5 hours a day and

have in addition over 15 weeks'

holidays a year, of which I am by necessity of my office work entirely

deprived.

(b) The qualifications required for

the discharge of the duties of my office, as examiner in all the subjects taught

in the Victoria College, and further in two dialects of Chinese, demand

University training such as I have had, and such as the Headmaster of Victoria College must likewise possess, but also, absolutely requisite, in addition, a colloquial knowledge of two separate Chinese dialects (Hakka and Cantonese),

acquaintance with the Chinese

classics, which the Headmaster of

Victoria College neither requires nor

possesses, and which it took me 15 years to acquire before I entered the Government Service.

(c) My duties as examiner in special subjects, not taught in

Victoria College at all, and in

Chinese
